Directions The Franklin Mountain State Park is located in El Paso, Texas. This North and South trending mountain ridge is surrounded by the city of El Paso on it's east, west and south sides. The mountains northeast region is Ft. Bliss military land and is closed to the public. The mountains central-east section contains a large mining operation and Mckelligon Canyon Park, located on McKelligon Canyon Rd. off Alabama St. The mountains northwest region is a section of the Franklin Mountain State Park called Tom Mays, located off Transmountain Rd. via Interstate-10 Exit. Tom Mays is a gated park and fees/permits are required through the Texas Parks & Wildlife Department for access.
Franklin Access Issues SIGNS - LIES - PROFITS The best of the Franklin Mountain range is off limits to the El Paso community. The simple facts are. The Castner Range was open to the public for decades during the 1960’s - 1990’s and now is closed for political reasons that of course lead to profits. Some people who defend that bombs still exist in the range are so un-educated on the true history of the Castner that they believe in their fight. But they are wrong. With minimal clean up the range can be used once again by hikers, mountain bikers, rock climbers and visitors. The bottom line is - The Government damaged this natural wilderness long ago. It’s now surrounded by a large city and must be cleaned up and made available for access immediately at no charge!
